the AI has to calculate everything one thought at a time in a perfectly linear notion in a limited time and when you want to find the best option the AI has to evaluate every other option available to it and compare it to every other option. You can do a lot of calculations in the back of your head without noticing. It can't look at a screen and in an instant get an excerpt of nearly all relevant data like you do. AI is incredibly difficult because a computer does not have the creative thought like you. Now, given that you'd probably still play better than the AI, and this is only one of the few difficulties of AI design. How effective do you think your game would be?
You can look at one tile, at one unit, at once building in one city. Imagine playing civilization, but you can only look at one thing at a time. Is the a really difficult AI that does not cheat on this way?
